*Job Summary*
In this role, you will serve as Chief of Party for the Clean Air Catalyst.
Reporting to the Director, Air Quality, you will work closely with the
Global Co-Leads for Air Quality to ensure that the Catalyst strategy aligns
with and leverages WRI’s broader air quality strategy. You will also
contribute to WRI’s institutional strategy for engagement with USAID across
various aspects of cities, climate, and environmental programming.

This position is remote due to COVID-19, but will be based at WRI’s office
in Washington, DC once restrictions have lifted.

*Job Responsibilities*
Chief of Party for Clean Air Catalyst Program: 85%

   - Liaise with USAID to refine and adapt Catalyst activities, workplan,
   monitoring, evaluation, and learning, and other project structures to meet
   project goals
   - Oversee the budget of the project and ensure effective use of funds to
   deliver impact
   - Articulate project successes and lessons learned to USAID and USG
   constituencies
   - Regularly liaise with global project partners; support pilot team
   leads in maintaining relationships with pilot partners
   - In consultation with Air Quality Directors at WRI and EDF, lead
   strategy development, assessment, and scaling throughout the lifecycle of
   the Catalyst
   - Lead large project team across multiple WRI offices to support the
   execution of the Catalyst project. Direct oversight of Management group
   - Oversee and coordinate activities of pilot teams within the Catalyst
   framework, in collaboration with technical leads and pilot Project Managers
   - Ensure the project is compliant with USAID Rules and Regulations (2
   CFR 200, 2 CFR 700; ADS 300, Chapter 303, Grants and Cooperative
   Agreements; ADS 300, Chapter 302, Direct Contracting) as well as WRI
   standard operations and protocol

Liaison between Catalyst and other teams at WRI: 15%

   - Identify work at WRI AQ and Climate programs that has synergies with
   Catalyst
   - Contribute to ongoing institutional discussions about further work
   with USAID on Cities, Climate, and environmental topics

*Job Qualifications*

   - Advanced degree and/or experience in at least one of the following
   areas: climate change, air quality, environmental health preferred but not
   required
   - Minimum 15 years of relevant full-time work experience, with 10+ years
   of experience in project management and project implementation in an
   international setting Management experience in a USAID programme of
   comparable size and scope
   - Entrepreneurial experience (including development of new programs
   within larger institutions) is required
   - Experience leading geographically distributed coalitions of partners
   through implementation of complex, adaptive strategies in evolving
   environments
   - Strategic planning experience and track record of effectively managing
   and mitigating risk
   - Experience in program development including fundraising and
   partnership development in particular

*Potential Salary*
*$108,000 - $146,000.* Salary is commensurate with experience and other
compensable factors.

*Program Overview*
WRI’s air quality program is a global initiative that seeks to identify,
build awareness of, and eliminate the root causes of air pollution that
damages climate, human, and ecosystem health.  The program has three main
areas of work: (i) engagement with city stakeholders to use participatory
science to diagnose and develop targeted, cost-effective clean air
solutions to protect human health and climate, (ii) working with the
science community to convert innovative methods into tools and products
that communities and policymakers can use to better manage their impact on
the atmosphere, and (iii) working with national governments and business
networks to design and implement broader regional-to-global air quality
governance. It is a part of the WRI Ross Center on Sustainable Cities, with
additional oversight from the Data Lab and engagement with Climate,
Governance, Energy, and other programs at WRI. The team is global, with
senior experts distributed across WRI’s network of international offices.
This position will focus in particular on the Clean Air Catalyst, a
USAID-funded consortium (Cooperative Agreement) that WRI is leading with
EDF and other partners. The consortium, a currently funded at up to $20M
program over 5 years (2020-2025), includes 7 global atmospheric science,
public health, media, and policy partners. It works in three pilot regions
with WRI international offices and local partners to test and refine a
three-part data to action methodology for improving air quality and
delivering climate and development co-benefits.
