2.    About ECMWF

ECMWF is the European Centre for Medium-Range Weather Forecasts. It is an intergovernmental organisation created in 1975 by a group of European nations and is today supported by 34 Member and Co-operating States, mostly in Europe. The Centre’s mission is to serve and support its Member and Co-operating States and the wider community by developing and providing world-leading global numerical weather prediction. ECMWF functions as a 24/7 research and operational centre with a focus on medium and long-range predictions and holds one of the largest meteorological archives in the world. The success of its activities relies primarily on the talent of its scientists, strong partnerships with its Member and Co-operating States and the international community, some of the most powerful supercomputers in the world, and the use of innovative technologies such as machine learning across its operations.



Over the years, ECMWF has also developed a strong partnership with the European Union, and for the past seven years has been an entrusted entity for the implementation and operation of the Climate and the Atmosphere Monitoring Services of the EU Copernicus Programme, as well as a contributor to the Copernicus Emergency Management Service. The collaboration does not stop there and include other areas of work, including High Performance Computing and the development of digital tools. It is enabling ECMWF to now provide data and products covering weather, climate, ait quality, fire and flood prediction and monitoring.



ECMWF has recently become a multi-site organisation, with its headquarters based since its creation in Reading, UK, its new data centre opening in 2021 in Bologna, Italy, and new offices, also opening in 2021 in Bonn, Germany.


It is foreseen that ECMWF will be a major partner in the implementation of the Destination Earth (DestinE) initiative starting later in 2021, together with ESA and EUMETSAT as partners. The objective of the European Commission DestinE initiative is to deploy several highly accurate thematic digital replicas of the Earth, called Digital Twins, to monitor and predict natural and human activities as well as their interactions, to develop and test scenarios that would enable more sustainable developments and support corresponding European policies for the Green Deal.

3.    Summary of the role

The Research Department is responsible for delivering innovative research and development at the forefront of science. Ultimately this work is to continue to improve the operational services provided by ECMWF, and hence the portfolio of work needs to span long-term strategic initiatives and the effective of transitioning of research advances to operations.

The successful candidate will report to and work closely with the Director of Research, supporting them in developing strategic thinking and relevant documents such as the 4-year plan. As part of the Research Department management team, they will coordinate annual planning in close collaboration with the relevant Heads of Section, and will provide scientific leadership and oversight to the development of new model cycles to improve the performance of ECMWF operational forecasts.

A particular focus of the role will be on further enhancing co-ordination and scientific synergies with Copernicus activities and the new Destination Earth initiative. They will also lead efforts to strengthen scientific partnerships with selected key collaborators, and seek external funding aligned with ECMWF’s science strategy. They will also be a member of the ECMWF leadership team, and will represent the Department in various working groups and projects. This post offers a wide variety of exciting challenges and opportunities to take the lead in critical activities for the Department and ECMWF.

4.    Main duties and key responsibilities

·      Leading the Research Department in the preparation, implementation and monitoring of the Department’s Annual Plan and objectives

·      Leading Research Department efforts to maximize complementarity and synergies (in both directions) with Copernicus

·      Working with the Destination Earth Science lead to ensure Research Department delivery to Destination Earth requirements, while maximizing synergies with wider ECMWF strategy.

·      Leading efforts to strengthen strategic scientific partnerships with selected key institutes and consortia to further deliver research and development in support of the ECMWF strategy

·      Providing strategic oversight of Research Department efforts to seek external funding in support of the ECMWF strategy, including co-ordination with other departments

·      Acting as a Member of the ECMWF leadership team and leading or contributing to cross-cutting internal and external projects, working groups and meetings on behalf of the Director of Research

·      Acting as a Member of the Research Management Team

·      Providing scientific leadership and oversight to the development of new model cycles.

·      Deputizing for the Director of Research as required

6.    Qualifications and experience required



Education

Advanced university degree (EQF Level 8) in a relevant area or equivalent professional experience is required.

Experience

Substantial experience of science relevant to ECMWF. A breadth of experience across different areas of ECMWF research and/or experience in directed research in an operational environment would be considered an advantage.

Proven track record at a senior level with responsibility for leading and delivering research.

Demonstrated ability to operate successfully in a politically sensitive and complex environment.

Substantial experience of influencing senior stakeholders e.g. through drafting and presenting board level documentation to support business proposals.



Experience of working in a diverse, international environment would be considered an advantage.

Knowledge and skills (including language)

Candidates must be able to work effectively in English and interviews will be conducted in English.



A good knowledge of one of the Centre’s other working languages (French or German) or Italian would be advantageous.

Grade remuneration

The successful candidate will be recruited at the A5 grade, according to the scales of the Co-ordinated Organisations and the annual basic salary will be £103,211.40 net of tax. This position is assigned to the employment category STF-C as defined in the Staff Regulations.
