THE POSITION
Under supervision of the Energy and Climate Division Manager, develop, implement, coordinate, and monitor energy and climate programs and projects; provide technical assistance to residential and business customers, local institutions and City departments on developing or accessing energy and climate programs and projects aimed at reducing energy use and greenhouse gas emissions and increasing local development of renewable energy generation; research energy and GHG reduction trends, particularly as a resilience measure; participate in the development of promotional programs and materials for use in the media to increase public awareness of, and participation in, energy and climate programs; coordinate education material development about energy efficiency, renewable energy and GHG reduction programs and projects for schools and other institutions; prepare, scopes of work, requests for proposals and specifications, select consultants and/ or contractors and prepare agreements; administer contracts for energy and climate-related projects; process payments, change orders, and respond to claims and disputes; evaluate municipal development plans to ensure that proposals comply with the Municipal Green Building Policy; contribute to external funding applications such as grants from the State's Greenhouse Gas Reduction Fund and California Energy Commission grants; Support GHG monitoring and reporting through the development of GHG inventories and written reports; maintain records and develop reports concerning new or ongoing programs and program effectiveness; maintain records on energy and climate programs; prepare statistical reports as required.
EMPLOYMENT STANDARDS
Knowledge of: Principles of energy and climate management, including energy efficiency, renewable energy technologies and development, greenhouse gas emissions sources and reduction strategies, climate action principles and utility operations; state and federal laws pertaining to energy and climate management; contract administration and research methods; recent developments and sources of information related to energy management and climate planning and administration; modern office equipment including computers; research methods; and standard English usage and grammar. Spanish language proficiency is highly desirable, but not required.
Ability to: Gather and analyze information; conduct competitive bid processes; organize work, establish and maintain effective working relationships with co-workers, representatives of other government agencies, private industry, community groups, and other members of the public; read and comprehend technical information and legislative reports, communicate excellent interpersonal, oral and written communication skills; navigate a suite of software applications including cloud-based and enterprise software platforms (including advanced ability in Microsoft Excel, database and customer relations management applications); work in a variety of conditions including sitting and standing for extended periods of time and operating equipment.
Education/Experience: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Environmental or Sustainable Management, Environmental Studies, Environmental Policy, Business or a similar field; experience in systems thinking; sales and marketing; and, the management of energy and climate related programs and projects.
Energy and Climate Specialist: Two years of professional level experience working with energy and/or climate programs in area of expertise, such as energy efficiency, energy management, sustainability, climate management.
License Requirements: Possession of a valid California Driver's License at the time of appointment.
