Summary

This position is located in the Water Resources Division (WRD), National Park Service (NPS), Natural Resource Stewardship and Science Directorate (NRSS). The position is duty-stationed in Fort Collins, Colorado. The position serves as the Water Rights Specialist and will support the WRD Water Rights Branch (WRB). WRB is responsible for formulating policy recommendations and protecting and securing water rights for National Park units service-wide.

Responsibilities

The major duties of the Water Rights Specialist position include, but are not limited to the following:
o   - Responsible for gathering and organizing water quantity and quality data for input to service-wide and national data bases;
o   -Overseeing overseeing the review of notices of water rights actions in various states and preparing inventories of park water rights and water-related resources;
o   -Evaluating the risk to park water rights and water-related resources from external threats and and preparing and submitting reports on park water use to state water rights administrators;
o   -Analyzing hydrologic data and prepare appropriate data summaries, figures, and other documentation of results and input data into digital form and use computer applications for data analysis, manipulation, and presentation.

o   You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
o   You may be required to travel overnight away from home up to 7 nights per month. You must obtain a government charge card for travel purposes.
o   You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications
All qualifications must be met by the closing date of this announcement-08/02/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

BASIC REQUIREMENTS -You must meet one of the following Basic Requirements (in any job series) in order to be eligible for this position:

For the 0401 Series:

Education: A degree inbiological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

-OR-

Combination of education and experience-- course work as shown above, plus appropriate experience or additional education

For the 1301 Series:

Education: A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

-OR-

Combination of education and experience--education equivalent to one of the majors shown above that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

- AND -

Minimum Requirements:

To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) Experience compiling information from water rights dockets, unit records, state agencies, and court records on water rights and water resources, and compiling information on water uses, such as rates and volumes of surface and groundwater diversions, seasonal water use fluctuations, and anticipated changes in water demands and availability. (2) Experience preparing inventories of water rights and water resources and potential threats to these water rights and making recommendations to resource managers to improve unit water right condition and status. (3) Experience evaluating, monitoring, and characterizing water resources by collecting data, including but not limited to stream and groundwater discharge, stream stage, hydraulic head, and water quality. (4) Experience managing and organizing multiple projects simultaneously and working with teams to address water rights issues. You must include hours per week worked.

-OR-

EDUCATION: Successful completion of at least 3 years of progressively higher- level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
