the National Oceanic and Atmospheric Administration's (NOAA's) National
Centers for Environmental Information (NCEI) in Asheville, NC.

Summary of Position:

This position is for a member of a project team supporting a cooperative
Data Rescue effort between the Archive Branch and Data Access Branch. This
first leg of the effort involves: conversion of a large collection of
metadata from a legacy Oracle relational database system to one that
conforms with contemporary metadata standards and integrates with current
metadata management systems; and conversion of a large corpus of digital
images from a deprecated graphics format to a more suitable archival format.

The team will consist of a project manager, software developers, and
archive analysts and will be responsible for the task of data rescue and
gathering requirements for the interfaces focused on providing access to
the rescued data through simple web interfaces, as well as inventories and
documentation.

The job of the software developers will be to support the team’s work in
all phases including, but not limited to, analysis of the existing code
base, repurposing the code base to fit current requirements, updating the
code base to meet current NCEI standards for software development and
deployment, updating and/or writing technical documentation, and technical
interaction with other NCEI IT staff.

Working in a team requires strong communication and interpersonal skills.
Candidate must be comfortable working side-by-side as well as across
geographical locations with their colleagues in highly collaborative
environment. Additionally, self-learning is expected in order to find
innovative solutions to complex problems as well as development of the
design and collaboration of a project.

Required Qualifications:

1.     Ability to work on US Government Federal contracts in the USA
2.     Experience with data modeling in Oracle or similar enterprise RDBMS
3.     Experience developing and maintaining server-side code objects
(functions, procedures, etc.)
4.     Experience with shell scripting, Python scripting, Java programming,
and their use in interacting with Oracle or similar enterprise RDBMS
5.     Experience working on Unix and/or Linux platforms
6.     Experience managing large data volumes
7.     Working knowledge of graphics, JSON, and PDF file formats
8.     Good communication skills, both written and verbal.

Preferred Qualifications:
1.     Development experience with Oracle Apex a plus
2.     Experience working on an agile scrum team
3.     Knowledge of agile methodologies
