Job Summary

The Nuclear Waste Technical Review Board (Board) is an independent agency of the U.S. federal government responsible for evaluating the technical and scientific validity of activities undertaken by the Department of Energy (DOE) in managing and disposing of spent nuclear fuel and high-level radioactive waste. DOE manages and will dispose of its own spent nuclear fuel and high-level radioactive waste. Under the terms of the Nuclear Waste Policy Act of 1982, DOE will also transport spent nuclear fuel from commercial nuclear power plant sites to federal facilities and manage its later disposal. The Board is composed of eleven eminent scientists and engineers appointed by the President.

The Board is seeking to appoint a geoscientist as a member of its Professional Staff to support Board members in their evaluation of DOE activities related to managing and disposing of spent nuclear fuel and high-level radioactive waste. Employment by the Board represents an unusually attractive opportunity for a motivated person who has the background and experience needed to evaluate DOE's activities as well as the organizational and communication skills needed to present the results of such evaluations

quickly, succinctly and accurately, both orally and in writing.

Duties

Members of the Board's Professional Staff:

-Demonstrate both deep knowledge and broad experience in a discipline related to the management and geologic disposal of spent nuclear fuel and high-level radioactive waste. -Take responsibility for drafting reports based on the Board's multidisciplinary evaluation of DOE's technical and scientific

activities related to the management and geologic disposal of spent nuclear fuel and high-level radioactive waste.

-Develop background information to assist the Board in its deliberations by reviewing reports prepared by DOE and its contractors as well as reports in the open literature.-Organize and participate in public meetings, technical discussions and workshops that are held as part of the Board's review of

DOE activities. -Maintain knowledge of scientific and engineering developments within their assigned areas of responsibility. -Represent the Board at meetings and conferences, including making presentations on the results of the Board's review of DOE

activities.-Prepare reports for the Board summarizing and analyzing information obtained during visits to technical facilities and meetings,and from document reviews.1

Qualifications

Applicants must have:

-A master's degree or higher in a relevant scientific or engineering field of study such as hydrogeology, geochemistry, geomechanics, geology, geophysics, or another specialty related to the geosciences.

-Superior communication, synthesis and writing skills, including the ability to accurately summarize Board deliberations and prepare draft reports based on those deliberations in a timely manner.

-The ability to analyze technical information and communicate the results of the analyses clearly and effectively, in written reports and presentations to Board members, Congress, and the Secretary of Energy, as appropriate.

-The ability to work as a member of a multidisciplinary team, including Board members and staff, and to assist with reviews being performed by other staff members, when needed.

Additional desirable qualifications:

-A solid understanding of issues associated with the different geologic media that may be considered for disposal of spent nuclear fuel and high-level radioactive waste. Such understanding could include, for example, the ability to analyze the thermal impact on the disposal environment of heat producing wastes or the ability to analyze the transport of contaminants through either unsaturated or saturated zones.

-Familiarity with the U.S. program, and programs in other countries, for managing and disposing of spent nuclear fuel and high-level radioactive waste, including the work done on these programs to develop deep geologic repositories.

-Broad experience in some combination of field, laboratory, and modeling studies.

-Project management experience, including defining the scope of a project and managing its planning, coordination, and execution. Relevant project management experience may include experience in planning, organizing, and running scientific meetings and workshops.

Foreign Education: In order to demonstrate that education completed in foreign colleges or universities meets the qualification requirements, applicants must show that the education credentials have been evaluated by an organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited

A panel of the Board's staff will initially evaluate each application on the basis of the resume, the written statement, the most recent performance appraisal (if the applicant is a current federal employee), and any other documents submitted by the applicant to support the application. Based on this initial evaluation of the applications, the panel will compile a short-list of candidates to be interviewed by an interview board which may include the Chairman, other Board members, the Executive Director, and pertinent Board staff.
