DUTIES AND RESPONSIBILITIES:

POSITION #1
- Participates in the development of air pollution monitoring and
assessment program.

- Evaluates and interprets scientific studies related to the fate,
transport and effects of atmospheric air pollution in the environment,
including mercury speciation and methods and techniques of mercury wet
and dry deposition measurement.

- Prepares agendas and background materials for meetings, conferences
and workshops.

- Prepares technical reports and presentations on the results of
analyses.

- Assists in analyzing and interpreting mercury long-term environmental
and air quality monitoring data sets.

POSITION #2
- Participates in the assessment of programs such as the Acid Rain
Program, NOx Budget Program, Clean Air Interstate Rule, and the Clean
Air Mercury Rule, utilizing several resources such as the Clean Air
Status and Trends Network and other air quality monitoring programs.

- Evaluates and interprets scientific studies related to disciplines of
ambient air monitoring as they apply to air pollution formation and
measurement using principles and measurement methods in wet and dry
deposition and aerosol formation, chemistry, and transport.

- Writes and evaluates Quality Assurance Project Plans in accordance
with EPA guidelines.

- Supports the overall development, synthesis and presentation of
Division materials relating to air quality impacts on public health and
the environment.

- Develops plans for scientific field investigations involving a range
of ambient air sampling and environmental monitoring methods/techniques.

This position is located in Office of Air and Radiation, Office of Air
Quality Planning and Standards, Air Quality Policy Division, Office of
the Director, Research Triangle Park, North Carolina

Duties and Responsibilities:  At the full performance level, the
incumbent serves in the Immediate Office of the Director, AQPD, with
emphasis on policy and communications and has responsibility for
developing and facilitating outreach and communication initiatives to
external stakeholders, other executive  agencies, and the Legislative
Branch; providing technical advice and consultation to the Director and
senior management of the Division; identifying and analyzing policy
options for the Division; and coordinating cross-cutting initiatives
across Division programs.  Specific duties and responsibilities include:
develops and coordinates communication initiatives for the Division,
particularly those involving policy and regulatory issues; prepares and
reviews communication strategies and materials and represents the
Division in communication discussions with immediate office of OAQPS and
OAR; establishes and maintains contact with public interest and industry
advocacy groups and related professional and environmental
organizations; serves as principal liaison for the Division with
Congressional committees and staff, providing information, explaining
policy, and handling inquiries; authors and reviews Congressional
correspondence to ensure consistency with Agency policy; works closely
with relevant OAR staff and staff from other EPA offices to prepare

This position is located in the Office of Air Quality Planning and
Standards, Air Quality Assessment Division, Air Quality Modeling Group,
Research Triangle Park, North Carolina.

Duties and Responsibilities:  At the full performance level, the
incumbent is responsible for coordinating and/or developing the design
and application of Gaussian dispersion models to assess source
culpability and the effectiveness of control strategies that are
required to successfully implement State Implementation Plan (SIP)
revisions for existing sources and New Source Review (NSR) and
Prevention of Significant Deterioration (PSD) programs.  Utilizes sound
scientific judgment to apply, evaluate, and modify atmospheric models.
Conducts model applications in coordination with other members of a team
to fully address source/emissions/control data and projections,
aerometric/meteorological data, and principles of atmospheric transport,
dispersion, and transformation.  Supports studies and participates in
workgroups to conduct source culpability assessments in order to
identify and develop modeling capabilities need to address significant
policy issues and potentially revise the EPA'S Guideline on Air Quality
Models.  Prepares and implements technical guidance and procedures and
provides consultation related to the use of air quality models and the
design/assessment of single and multi-pollutant
strategies to be used in Federal, State, and local air pollution control
programs for air toxics and criteria pollutants.  Consults and
coordinates with Division and EPA personnel to ensure assumptions,
analytical methods and data used in projects are consistent and the best
available.  Prepares technical papers, review, correspondence, and
written reports on various aspects of air quality modeling and control
strategy analyses.  The primary difference between grade
levels is the degree of supervision, the level of training and guidance
provided, and the complexity of assignment.

Extramural resources management duties comprise less than 25% of the
duties of the position and consist of contracts management,
grants/cooperative agreements, and/or Interagency agreements.
