DELEGATED EXAMINING VACANCY ANNOUNCEMENT

Environmental Protection Specialist, GS-0028-12

LOCATION:  Office of Air and Radiation, Office of Atmospheric Programs,
Climate Protection Partnerships Division, Energy Supply & Industry
Branch, located in Washington, D.C.

PROMOTION POTENTIAL:  GS-13

TRAVEL AND RELOCATION EXPENSES:

Travel, transportation, and relocation expenses will not be paid by the
Agency.  Any travel, transportation, and relocation expenses associated
with reporting for duty in this position will be the responsibility of
the selected candidate.

DUTIES AND RESPONSIBILITIES:

- The position is located in the Energy Supply and Industry Branch of
the
Climate Protection Partnerships Division (CPPD).  CPPD is responsible
for
programs and policies aimed at protecting the earth's climate systems
and
air quality.  The division also analyzes the effectiveness of
technologies
to reduce green house gas emissions and other air pollutants, develops
voluntary programs that prevent the emission of greenhouse gases and
policies
and strategies that will provide targeted groups with flexible and
cost-effective means of reducing their emissions of greenhouse gases.

- The position is responsible for supporting the continued development
and implementation of the marketing and communications portions of the
Climate Leaders program, including developing outreach and
communications
materials.  Climate Leaders is an EPA voluntary partnership within
CPPD's
Energy Supply and Industry Branch that encourages companies to develop
sustainable long-term climate change strategies.

- Prepare and deliver presentations to industry, environmental groups,
government agencies, and/or other organizations.  Communicate technical
and programmatic issues to broad audiences through oral presentations
and
written reports.

- Coordinate and manage multiple contract work/task assignments, grants,
and IAGs.

- Prepares press releases, talking points for senior management, and
manage development of other materials for press and award events.
Coordinate and manage peer exchange, recognition and awards events for
Climate Leaders.

- Attend meetings, conferences, seminars sponsored by industry, other
federal and state government agencies, and non-governmental
organizations
to represent the agency's areas of interest.


CONDITIONS OF EMPLOYMENT:

-  May be required to travel 1 to 5 days per month.

-  The person selected for this position must complete an OF-306,
"Declaration for Federal Employment," prior to appointment to determine
their suitability for Federal employment.

-  All males born 1960 or later (who are selected for appointment)
must certify that they have met registration requirements under the
Selective Service Law prior to appointment.


QUALIFICATION REQUIREMENTS:

Applicants must have general and/or specialized experience and/or
education
as described below.  This requirement is in accordance with the Office
of
Personnel Management's Operating Manual for Qualifications Standards for
General Schedule Positions.  When specified, applicants must also meet
any
Mandatory (Selective Placement) Factors listed.  Status applicants must
also
meet time-in-grade requirements within 30 calendar days of the closing
date
of this announcement.

A.  EXPERIENCE REQUIREMENTS:  At least one year of specialized
experience comparable in difficulty and responsibility to the GS-11
level in the federal government.  Specialized experience is that which
has equipped the applicant with the experience to successfully perform
the duties of this position.  Examples of specialized experience are:

   -  Experience developing and implementing marketing and outreach
      materials to state and federal governments and their stakeholders.

    - Experience prepare speeches, briefing papers, and talking points,
      relating to environmental or public policy programs.
      matters.

    - Experience conducting and coordinating outreach and marketing
      campaigns aimed at corporations and attempting to improve
      their environmental and energy performance.

MANDATORY (SELECTIVE PLACEMENT FACTOR):  In addition to the
experience requirements described above, you must also posses the
following knowledge, skills, or abilities  and have performed this task
at least as a regular part of your job, to qualify for this position.

1.  Experience developing marketing/outreach/communication strategies.
