>> POSITION AVAILABLE – PROTECTING THE OZONE LAYER <<

U.S. EPA’s Stratospheric Protection Division (SPD), in the Office of
Atmospheric Programs (OAP), is seeking a highly motivated individual to
support the regulatory program to phase out substances that deplete the
stratospheric ozone layer.

SPD works to protect the ozone layer under the Montreal Protocol and the
Clean Air Act. SPD phases out the production and import of
ozone-depleting substances, reviews and approves substitutes for
prohibited chemicals, participates in international negotiations with
other Parties to the Montreal Protocol, works with schools and
communities to foster sun-safe behaviors, and supports OAP’s activities
to mitigate human contributions to global climate change.

The Stratospheric Program Implementation Branch (SPIB), in particular,
is responsible for leading the regulatory phaseout of ozone-depleting
substances. We also –
- Manage exemption programs to ensure that critical supplies of
ozone-depleting substances are available while alternatives are phased
in;
- Manage the national recycling and emission reduction program for
regulated substances; and
- Track the production, import, and trade of controlled substances to
ensure industry compliance with phaseout requirements and U.S.
compliance with caps established under the Montreal Protocol.

Position available: The position advertised helps SPIB manage the
regulatory “safety valves” – exemptions that allow limited use of phased
out substances in cases where alternatives are not yet fully available.
Two prominent examples are methyl bromide, an important agricultural
fumigant, and chlorofluorocarbons (CFCs) used in medical inhalers. The
position involves data management and analysis, development of
regulatory packages, and coordination with other federal agencies and
with industry stakeholders. The position will require excellent
analytical and communication skills, an ability to manage multiple
priorities, and ability to work in a team structure. Although prior
industry or regulatory experience is preferred, we welcome applicants
from a variety of educational and professional backgrounds.

The position will be advertised at a GS-9 level (salary range
$43,365-$56,371), with promotion potential to GS-13. The announcement
