The Office of Atmospheric Program’s Climate Change Division (CCD),
Non-CO2 Programs Branch (NCPB) is responsible for the implementation of
all voluntary programs that promote profitable opportunities for
reducing emissions of methane and high-global warming potential gases.
These voluntary programs are designed to work in collaboration with
industry to overcome a wide range of informational, technical, and
institutional barriers to implement cost-effective, greenhouse gas (GHG)
emission reduction activities. US EPA’s voluntary methane programs
include the Coalbed Methane Outreach Program, Natural Gas STAR Program,
Landfill Methane Outreach Program, and the AgSTAR Program.

The branch is also responsible for the implementation of the
Administration’s Methane to Markets Partnership.  Launched in November
2004, this new international Partnership will reduce global methane
emissions to enhance economic growth, promote energy security, improve
the environment, and reduce GHG emissions.  The initiative focuses on
cost-effective, near-term methane recovery and use as a clean energy
source.   Central to this effort is the establishment of partnerships
among developed countries, developing countries, and countries with
economies in transition - along with strong participation from the
private sector, development banks, and other governmental and non
governmental organizations.

EPA seeks to fill one position to support the Coalbed Methane Outreach
Program and the Methane to Markets Partnership.  The salary range for
these positions is GS-11 to GS-13 ($50,593 - $93,742), dependent upon

Program Manager, Coalbed Methane Outreach Program

Seeking a highly motivated individual to work with the coal industry to
reduce methane emissions from mining through the voluntary Coalbed
Methane Outreach Program (CMOP) and the Methane to Markets Partnership.
The program works directly with domestic and international
representatives of the coal and coalbed methane development industries
to identify and implement profitable emission reduction practices and
technologies.

This position requires an ability to master technologies and technical
issues related to reducing emissions, successfully interact with
industry, perform technical and financial analyses, promote new
projects, and manage a wide range of programmatic activities.  Work
undertaken will include developing project feasibility analyses,
identifying and promoting existing and emerging project financing
mechanisms, communicating through publications, the internet, and
speeches technical and program information, and helping demonstrate and
commercialize emerging technologies to further reduce emissions of
methane from coal mines.

The ideal candidate will have a master’s degree in environmental
science, public policy, engineering or a related discipline and possess
strong analytical, marketing, communication, international relations,
and presentation skills. Domestic and international experience in the
coal mining, coalbed methane, or energy development industries is
preferred, but not required.  The candidate must also have a strong
commitment to environmental protection, excellent writing skills, a high
energy level, strong quantitative skills, the courage to challenge
others to look beyond existing practices, and some project management
experience.  The program operates in an interactive team-based
environment with each member assuming responsibility for a diverse set
of activities and responsibilities.  The job will require domestic and
international travel.
