Dear Soma,

In the future, please post NCL installation questions to our ncl-install
email list <http://mailman.ucar.edu/mailman/listinfo/ncl-install>.

If you have a 64-bit system and are running Windows 10, then we highly
recommend that you install NCL via the "Windows 10 subsystem for Linux".
You can see instructions here:

If you want to stay with Cygwin, then the problem looks to be with your
installation with Cygwin, and not with NCL itself.  As the error suggested,
you may want to try reinstalling Cygwin and perhaps even going so far as to
uninstall it first, and then reinstall it.

To reinstall Cygwin/X, go to:

http://x.cygwin.com

and download "setup-x86.exe" to make sure you have the latest one. To run
this new program, browse your way to wherever this file was downloaded, and
make sure you are running the new one you downloaded and not an older one.
If you had downloaded this file before and still have it on your system,
then the newer one might get renamed to "setup-x86 (1).exe" or something
like that, so make sure you run the correct one.

You must follow the Cygwin installation instructions carefully at:

http://www.ncl.ucar.edu/Download/windows_cygwin.shtml#InstallCygwinX

as it lists all the programs you need to install before NCL will even work.
