I do (sort of) consider this a bug in gsn_csm_vector, but I also think that
most people end up moving the vector annotation into the plot, or to the
side, because it looks odd when it is between the plot and the labelbar.

The reason why gsnMaximize works is because this resource not only resizes
plots to fix the page, but it will also *reduce* them if they are too large
for the page. This was actually an unintended, but useful consequence of
this resource.  It probably should have been renamed "gsnFitPlotToFrame" or
something similar.  :-)
