[ncl-install] printing Cygwin install instructions

Thanks Mary.  I'd forgotten to check on my home PC until your email:  
same result so having your PDF will be great.  I'll be sure to pass it 
along to my student.

I've also noticed that the package list doesn't mention netcdf.   I know 
it's not essential (ncl_filedump is there too) but I'd vote for adding 
it to the minimum list since ncdump can also be pretty useful.  Some of 
the library names have changed too though I unfortunately didn't take 
good notes when I did this install myself (over a month ago).

Lastly, I wanted to recommend another package: apt-cyg 
(https://github.com/transcode-open/apt-cyg). This supports installing 
individual packages (that one may have missed...) without going through 
the whole Cygwin setup/install process, i.e., much, much faster.  It's 
really easy to install and makes Cygwin so much nicer.  I know you don't 
want/need to replicate everything there is to know about Cygwin on the 
NCL page but this one probably deserves a spot :-)
