[GO-ESSP] Report to WMO

Hi to all,

My report to WMO on ESP-3 is at

Although this has been submitted, it is informal, and I can make changes
up to the first meeting in September. 
So if I've misunderstood or misrepresented anyone, please mail me on

I did misunderstand some of the subtleties in the discussion on the
"problems" of CF. So if anyone can summarise better, I'd be happy to put
that in. 
An important point.
