Division of Air Resource Management, Office of Air Monitoring
This is a professional position within the Field Operations Section of the Division of Air Resource Management's Office of Air Monitoring. The position is primarily responsible for providing oversight and direction to field operations in the collection of legally defensible air quality monitoring data and repair of air monitoring instrumentation. This position will lead the efforts to optimize and automate field operational processes to improve efficiency and accuracy. This position will also work closely with internal and external air monitoring professionals to ensure state and federal regulations and procedures are followed to ensure data quality and data capture objectives are achieved. The position requires a comprehensive knowledge and understanding of relevant Florida Statutes and Florida Administrative Codes and federal program requirements, and also requires the ability to effectively communicate, both orally and in writing.
Field Operations Oversight
Oversee air monitoring field and repair technicians' day-to-day activities and provide direction in the collection of legally defensible air monitoring data. Supervise staff to ensure quality, timely, and successful completion of air monitoring data collection and network repair activities. Ensure staff follow defined processes and enter data into appropriate forms, files and databases in a timely manner. Assist in developing, maintaining, and promoting standardized processes and procedures. Provides technical assistance, training and guidance to statewide air monitoring professionals on matters such as data verification and validation, data collection, and instrument maintenance and operation.
Staff Development
Periodically conduct reviews to evaluate staff proficiency, operational resources, quality of work, timeliness, training needs, and overall program effectiveness of field operation activities. Accurately evaluate staff performance. Provide appropriate training. Promote consistency in the Department's statewide air monitoring network and promote a high morale and professional atmosphere in the work place. Assist the Program Administrator with managing workload issues, streamlining internal processes and achieving goals identified in the Division's Business Plan.
Technical Reviews
Provide technical assistance in the development of standard operating procedures and other quality assurance documentation. On behalf of the Primary Quality Assurance Organization (PQAO), support statewide audits to ensure operational procedures and corrective actions are applied consistently throughout the state. Provide technical expertise to ensure data collected within the PQAO is legally defendable.
Other Duties
Performs other duties and assignments as requested by Division management.
A bachelor's degree in a field of engineering, meteorology, natural science or management
Knowledge of maintenance and troubleshooting of mechanical and electronic equipment
Knowledge of federal air regulations
Knowledge of ambient air monitoring operations
Skilled in managing technical staff (minimum 2 years of experience)
Skilled in communicating effectively, verbally and in writing
Skilled in planning, organizing and coordinating large projects
Skilled in interpreting and applying environmental rules, regulations, policy and procedures
Skilled in using a personal computer, Microsoft and the Internet
Skilled in problem solving, conflict resolution and making decisions
Ability to analyze and interpret technical data
Ability to critically review and evaluate staff
Ability to establish and maintain effective working relationships with others
Ability to manage multiple tasks and projects and meet established schedules and deadlines
Ability to work independently
Ability to be an effective, conscientious and respectful team member
Ability to travel
Ability to maintain a valid driver's license
A graduate degree in engineering, meteorology, natural science or management
Skilled in technical writing such that you can summarize technical information in clear, concise and plain language
Knowledge of federal rules and policies regarding air monitoring operations
