[Cosmic_announce] COSMIC data outage

Thank you for your effort.

FYI, I checked if I could find systematic differences of the last 2 days of data, with respect
to the earlier.
Time series do show certain statistical differences (I would point to COSMIC-4, 5 and 6,
but not 1; we have no data from 2 after this event), but are not necessarily of worse quality.

However, since the number of data now distributed is also smaller, the differences cannot
be clearly discerned from selection effects, and are similar to earlier events where the
volume of data was fluctuating. We do know that statistics of subsets are different from a
near-complete ensemble.

We will continue to feed the data, since despite being different, the statistics still match our
expectations, and we do not use static error estimations that may now be inaccurate.
