[Cosmic_announce] Comparison between editions 3 and 4 of the BUFR files

Hi Josep, all:  I think I see what is going on.

I created the V4 BUFR file on our test machine, not our production 
machine.  When I compared the V4 BUFR with the corresponding V3 BUFR file 
on the test machine I noticed either no data change or a handful of 
rounding errors.

Thus the change is not between V3 and V4 BUFR files, but between our test 
and production processing clusters.  I will have to look into this 
difference.

In the mean time, I attach updated V4 BUFR files generated on 
the *production* machine.  These have only trivial data differences 
with the V3 BUFR files.
