I got a lot of grey hair on this issue about three years ago. I
haven't touched this
for awhile, but it dawned on me that I really didn't need WRF HGT data for
my topo data, and I stumbled across something called "readglobe"

which allowed me to produce hi-res topo files for my hi-res simulations from
some other DEM's.
If this is of potential interest to you, I can try to excerpt my notes for you.
