[Tgcmgroup] network problems

Tgcmgroup:

SCD is having network problems this morning. At this point we can
log into scd machines, but cannot use IDL, and we cannot scp between
scd and hao in either direction. When the problem is fixed, they
will probably send out a dailyb.
