Hi Manoj,
Unfortunately, we do not currently have a native PyNIO build for Windows. I see that you mentioned Windows 8 in your original email, but would it perhaps be possible to upgrade to Windows 10? Windows 10 provides Bash on Ubuntu on Windows <https://msdn.microsoft.com/en-us/commandline/wsl/about>, which allows you to run Linux binaries in a Linux-like environment on Windows. This would let you install a Linux version of conda and continue with the conda installation process <https://www.pyngl.ucar.edu/Download/>.
If Windows 10 is not an option, then is there a Linux machine you might have access to? Perhaps even a virtual machine if necessary?

Sharing your support request with the pyngl-talk mailing list may help other users who encounter similar issues; additionally, other users are sometimes able to respond to questions before developers and may also have unique end-user insight that we do not have.
