[Nsa] NSA Discourse

Dear NSA,
I am writing to announce a new forum for discussion across the NSA:
  discourse-nsa.ucar.edu

We have created several initial categories to frame discussion (these can
be revised).

Developing this site into a useful forum will require investment on
everyone's part, including in some cases a change in habits. I encourage
you to be proactive in advertising your work, sharing your expertise, and
asking questions so as others can benefit from the answers.
