To be clear, NCL developers did not write the underlying WRF fortran
subroutines or much of the documentation. NCL developers created the
C-interfaces to the WRF fortran subroutines.  If you have questions about
the computational codes, please contact 'the WRF people.'

Perhaps the attached f90 library code is what you are looking for.
