[ncl-talk] State boundaries not showing up

Andrew, this is probably a known problem, swapped X and Y coordinates,
related to a change in shapefile support libraries in recent builds of
NCL.  Please see github #176 <https://github.com/NCAR/ncl/issues/176> for a
summary and possible simple workaround.
