Hi Ehsan,
Take a look at this link:
http://ncl.ucar.edu/Document/Manuals/GETools/NCL_GETools.html
These are fairly high-level, easy to use functions. If they do not do what
you need, the docs also make reference to a lower level library, that as I
recall, allowed a great deal of control -- it also required much more
knowledge of KML. I just checked, and that library can not be found at the
link cited in the docs, but from a quick search, it appears they are still
available from here:
