I had this very same problem. At least with the ncl_convert2nc. You need to install tcsh on your system. See Oct 10, 2018 list archive under my name for this solution.

Dear NCL support,
I've been reading the threads about ncl install problem but I just cannot find the problem.
I've tried to install ncl through conda, which seemed to be working, however I have the same problem as John Trostel had before, ng4ex is not working because ncl is not looking in the right directory. Directly, for example the nclex/xyplot/xy05n.ncl works.
My other problem is, that ncl_convert2nc gives Segmentation fault error, no matter what type of file (grb, grib2, hdf) I'd like to convert. I can open and plot the attached grib with ncl (cdo can even convert it to netcdf so libraries shouldn't be an issue).
I don't have an install from apt. I've tried installing ncl from the precompiled libraries as well, but ncl_convert2nc exits with the same error.
