[ncl-talk] pressure-weighted vertical average

In brief: The *wgt_vert_avg_beta* function should be deprecated or
eliminated.

The code is complicated because it was originally created to handle
standard raob data. Then it was mangked to allow significant levels. It
allowed arbitrarily located missing values. It got complicated.

I will provide the fortran code offline for your perusal.
