Hi Xi,

have you taken a look at the first example of the vector examples page
     http://ncl.ucar.edu/Applications/Scripts/vector_1.ncl

When you want to control the minimum/maximum and interval of the contour 
lines use

   res at cnLevelSelectionMode = "ManualLevels"     ; set manual contour levels
   res at cnMinLevelValF       = 24.0               ; set min contour level
   res at cnMaxLevelValF       = 29                 ; set max contour level
   res at cnLevelSpacingF      = 0.10               ; set contour spacing
