[ncl-talk] [ncl-install] Ask for next release of NCL(6.4.0)

I sent my datasets using ftp ( swe_mon_jan1979tomay2007smmrssmi.nc,
neind_sv_jjas_1979-2007.bin, jjas.ctl ).
And I also attached my script on bootstrap.
