[ncl-install] GKS ERROR NUMBER -208 and GKS ERROR NUMBER 25

Aloha!
I'm having trouble getting Cygwin/X to properly emulate an X-11 terminal so
I cannot run ncl plotgrids_new.ncl
I downloaded Cygwin/X to my PC but when I ran it, I did not see the "X"
icon. Instead, I saw the Cygwin logo.
When I ran Cygwin/X from my PC, I changed the environment variable so that
when typed echo $DISPLAY, it returned .0:0, as expected (cheyenne5
WRFV4.3/WPS-4.3% echo $DISPLAY
:0.0). Then I loaded ncl with the command ml ncl.
But I am only returned the same error messages:

P.S. None of the commands, such as startxwin, etc are recognized.
