[ncl-install] ncl install with different flags

Hello,
I am installing ncar library without any problems. However i would like to
allow a large memory tasks to run without any errors which i have now.
Basically i am getting during the installations the following:relocation
truncated to fit: R_X86_64_PC32 against `.bss'
And i read on the net that all the subroutines and libraries need to be
compiled with the flags like:
-mcmodel=large -Wl,--no-relax
I set up on my gentoo/linux box: export FFLAGS='-mcmodel=large
-Wl,--no-relax -fPIC'
But that did not help to generate the Makefile with those additional flags.
All i have is your standard -fPIC.
Please advise how to add the memory flag,
