[ncl-install] NCL/Cygwin install

Hello,

I am trying to use NCL via Cygwin on my Windows 10 PC. I have installed
Cygwin64, and followed the directions for installing NCL. Everything went
as directed except when I type the command "ncl -V" or try to run "ncl" ...
nothing happens in the command window (screenshot below). The goal behind
using NCL for me is to convert grib1 files to netCDF4. I really appreciate
any help.
