[ncl-install] install ncl with conda

Hey, everyone, 


I am trying install ncl on my linux server using conda. However, I failed to find detailed install introduction on the webpages. Present webpage only include brief process like conda create -n ncl_stable -c conda-forge ncl. This command fails to work.


I tried conda install -c conda-forge ncl. 


it gave this error:
CondaHTTPError: HTTP 000 CONNECTION FAILED for url <https://conda.anaconda.org/conda-forge/noarch/repodata.json>. 


Anyone know how to solve this problem.
