[ncl-install] A subscription request from Yichen Yang

If you need an NCL binary now, we need to know the details of your system:

1. Linux, MacOS, or Windows?

2. If MacOS, what version?  (
​type "​
sw_vers -productVersio
​n")​

3. If Linux, what flavor (RedHat, Debian, etc) and what version? (Type
"lsb_release -d")


4. If Windows, is this a 32-bit or 64-bit system? Windows 10 or earlier?
