[ncl-install] selecting mirror site for cygwin download

 Hello,

I'm attempting to download cygwin, but after trying several different
mirror sites I can't find one that provides a cygwin download that contains
all the NCL recommended packages (for example, the cygwin download
available through the first mirror site does not contain "openssh",
"sh-utils", "pdsh", and "tcsh"). Different mirrors appear to provide
versions of cygwin that are missing different packages.

Can anybody recommended a mirror that provides a cygwin version that has
all NCL recommended packages?
