[ncl-install] v6.4.0 with non-OPeNDAP

Hi Helen,
Usually when you type "ncl" and nothing happens, this is because there's a
compatibility issue between the NCL binary you're running, and the system
you are on.
Has it been awhile since you updated Cygwin? NCL V6.4.0 was built under
whatever the latest version of Cygwin was around January/February 2017. If
your Cygwin is older than this, then this could be the source of the
problem.
What I recommend is updating Cygwin.
- Exit out of your current Cygwin window.
- Go to http://x.cygwin.com/
- Download the setup-x86.exe file (NOT setup-x86_64.exe)
- Run setup-x86.exe.
Hopefully you should be able to accept all the defaults, UNLESS when you
originally installed Cygwin, you didn't use the defaults. In that case,
you'll want to use the same answers that you used before.
As you run this program, you may notice that it detects some of your
packages are out of date, and it will indicate what new version it's going
to install. This is what you want.
- Once you finish answering all the setup questions, it should then
start updating all the software that it found was out of date.
- Once this finishes, try running cygwin like you normally do, and
trying your NCL command again.
