[ncl-install] NCL Installation (Version not change)

Ramjun,
I have installed ncl-ncarg with sudo apt-get, which installs the
binaries that are in the repositories listed with your system (apt, uses
the Ubuntu/Debian repositories of software. I did this with Ubuntu
14.04LTS and that version had ncl 6.1.2 in its repositories. Ubuntu
16.04 which I have now, has version 6.3.0, so if you want 6.4.0 you will
need to install it some other way (as noted often on this list). You
probably have to remove the version that apt installed, and also note
that the paths to the files are different. Ubuntu seems to put all
binaries that are user installed via apt into /usr/bin and libraries
into system library paths such as /usr/lib/x86_64-linux-gnu/. You might
even have a good install of ncl 6.4, but if your environment isn't set
to look at where it put the commands and libraries, it might be looking
in /usr/bin or some other path, not where you install from source (how?)
did it.
