[ncl-install] NCL installing problem

Hi Anwar,

Unfortunately, we do not have a native Windows release of NCL available at this time, although there are several workarounds:

1. Windows Subsystem for Linux <https://www.ncl.ucar.edu/Download/windows_linux_subsystem.shtml> (Windows 10 only)
2. Cygwin <https://www.ncl.ucar.edu/Download/cygwin.shtml>
3. Create a Linux virtual machine and install NCL into that, following the Linux instructions <https://www.ncl.ucar.edu/Download/linux.shtml> on our website
