[ncl-install] error while loading shared libraries: libintlc.so.5

Hi,
I am trying to upgrade to version 6.4, but have gotten this error.

error while loading shared libraries: libintlc.so.5:
I didn´t find anything particularly helpful in the ncl-install archives.

The binaries I am trying to download and install are
ncl_ncarg-6.4.0-RHEL6.4_64bit_nodap_intel1215.tar.gz

I am running
Fedora release 24
x86_64 x86_64 x86_64 GNU/Linux
