[ncl-install] osx 10.11 libfontconfig

Never worked with ncl before and trying to make it work on os/x 10.11 keep
getting the error below

 

oitlwmacdev01:~ setup$ ng4ex xy01n -clean

dyld: Library not loaded: /usr/local/lib/libfontconfig.1.dylib
