[ncl-install] NCL installation

I've not looked at NCL on my new workstation, but I've worked with SuSE 11,
CentOS/RHEL 7, CentOS/RHEL6, and Mac. In general, I try to match the OS
with a precompiled binary, and do the minimum needed to "get it working".
I've not been particularly successful or productive trying to compile from
source...
