[ncl-install] NCL V6.3.0 works under Windows 10 (under Cygwin/X)

Chris,
I'll try to remember to run that command when I get home tonight.
Meanwhile, are you saying that when you type:
ncl -V
it just returns the UNIX prompt without any error message or any other
output?
What happens if you type:
ng4ex cn05n -clean
?
Did you actually download a new "setup-x86.exe" program and run that, or
did you run an old setup program that you already had on your system? It's
very important to run the new one. Also, it's important to let the program
update all the packages it needs to.
Finally, if you continue to have problems, you may need to consider
completely reinstalling Cygwin from scratch, using the latest available
setup-x86.exec program, of course.
