[ncl-install] help installing NCL on Ubuntu 15.04

Hi Will,

I generally suggest downloading a Debian binary if you have Ubuntu, since
we don't have Ubuntu specific binaries.  If you tried a Debian binary and
it's giving you an error, then please include any error messages you're
getting.  Usually it's a simple fix to get these things to work.
