[ncl-install] Install Instructions Correction

To Whom It May Concern:

On the following page I noted that the instruction (
https://www.ncl.ucar.edu/Download/linux.shtml):
'yum install libx11-devel' is a non-existant package and is instead:
'yum install libX11-devel'.

Additionally the package 'libcairo-devel' is nonexistant, but cairo-devel
is.

I hope this helps out,
