[ncl-install] NCL installation

Dear Sir or madam

I have some problems to run NCL under Cygwin/X. Basically I have the same
problems that this guy:
http://www.ncl.ucar.edu/Support/install_archives/2012/0191.html

Following I am going to present all the steps that I did.

First step: As my computer is a 32 bit system I did download of this file:
<https://cygwin.com/setup-x86.exe> https://cygwin.com/setup-x86.exe

Second step: I started/did the installation:

Third step: How you can see in the following figure i am using the Cygwin/X:

Fourth step: I did the download of the NCL:

Fifth step: I saved the file in my home/Diogo

Sixth step:

Seventh step:

Eighth step: Set up my environment to run NCL

Ninth step:

Tenth step:

Eleventh step:

Twelfth step:

So I have problems in this step. When I am typing 'ncl -V' gives 'bash: ncl:
command not found.' 

What did I wrong?
