[ncl-install] bash: ncl: command not found...

Well it looks like you have solved the NCARG_ROOT problem, which is good
progress. The error you are getting here probably means that you do not
have permissions to write to the directory you are running this script
from. Make sure the the directory you are working in is writeable.
