[ncl-install] could not build NCL

I'm not sure how you came to that conclusion (32-bit CentOS 5.9).  The
closest probably is:

ncl_ncarg-6.1.2.Linux_SL6.3_x86_64_gcc446.tar.gz 	

64-bit binary for Scientific Linux
(compiled with gcc 4.4.6, may work on other flavors of Linux)
