You downloaded an OPenDAP enabled binary, which requires that some system libraries be on your machine.

If you don't need an OPeNDAP enabled binary, try downloading a non-OPeNDAP one:

file:/glade/data01/esg-cdp/xserve/ncl/6.0.0-beta/binaries_nodap.1/ncl_ncarg-6.0.0-beta.Linux_RedHat_x86_64_nodap_gcc412.tar.gz
