[ncl-install] Installation

You need to determine if you have a 32 or 64 bit system first, and then
you can download one of the gcc432 binaries.

I recommend the Debian ones over RedHat:

ncl_ncarg-5.2.1.Linux_i686_gcc432.tar.gz
ncl_ncarg-5.2.1.Linux_x86_64_gcc432.tar.gz
