[ncl-install] X11 problem on install

Hi folks;

on trying to install ncar graphics I'm getting an
error message that doesn't make sense.  The relevant
compiler messages are:

pgf90 -o plotfmt.exe  plotfmt.o read_met_module.o
module_debug.o \
        misc_definitions_module.o cio.o
met_data_module.o \
        -L/usr/local/lib -lncarg -lncarg_gks -lncarg_c
-L/usr/X11R6/lib -lX11 -L/usr/pgi/linux86-64/5.2/lib
-lpgftnrtl -lpgc -L/usr/lib64 -lg2c
/usr/bin/ld: cannot find -lX11

Note that it cannot find X11.  But I checked
/usr/X11R6/lib and it's chock full of stuff, including
an X11 folder.  So what could be the problem?
