You can set it to -9999 for missing.
When using Point-Stat to verify at the surface, remember that the level information is not actually used. Instead, it's just the message type. Observations with message type "APDSFC" or "SFCSHP" are
matched to forecasts at the surface. For verification of pressure levels, the level information of the observations are actually used.
If you're using any observations of accumulated precipitation, the level field should be set to the accumulation interval of the precip, e.g. a value of 12 indicates 12 hours of accumulation.
